The actual dates
Most summaries of this get one thing wrong: the retirement schedule applies to Web AppBuilder in ArcGIS Online. It does not set a shutdown date for ArcGIS Enterprise. Two dates also get confused with each other, and they are not the same: the date you can no longer edit an app, and the date the app stops working.
Retiring on a published schedule
Creating new Web AppBuilder apps ended in Q1 2026. Editing existing apps is scheduled to end in Q4 2026. Existing apps are scheduled to stop functioning in Q2 2027. The editing freeze is the earlier constraint, because after it any change has to be made on the replacement rather than the original.
Deprecated, no shutdown date
Deprecated since March 2023. ArcGIS Enterprise 11.5 is the final release that includes it. There is no announced date on which Enterprise apps stop working, so the constraint is your own upgrade path: at some point an Enterprise upgrade leaves Web AppBuilder behind. For most organizations that makes this a planning question rather than an urgent one.
Already retired
Retired in July 2024, aligned with the retirement of the legacy ArcGIS API for JavaScript 3.x that Web AppBuilder is built on. If you run custom widgets, this is the part that matters most: the framework they were written against is no longer supported.
We re-check these against Esri's own documentation before every engagement rather than quoting them from memory. If your apps are on Enterprise, we will tell you that the ArcGIS Online dates do not apply to you.

The hard part of these migrations is not rebuilding the page layout. It is finding the editing workflows, secured services, custom widgets, print templates and geoprocessing calls that nobody has written down, before anyone commits to a price. The Blueprint does that, and ends with a fixed implementation proposal.

The Blueprint stands on its own. Plenty of clients take the plan and have their own team build it, and the deliverables are written so that works.
Where applications go
Experience Builder is the obvious destination and often the right one, but treating it as the only answer is how migrations get expensive. Some applications are better served by a simpler product. Some should be merged. Some should be switched off, and saying so is part of the job.
The default for apps with real workflow depth, multiple widgets, or editing.
Read-only apps with a small widget surface. Far less to maintain afterwards.
Where the job is monitoring and summarising rather than map interaction.
Where the app is really communicating a narrative to the public.
Where custom widget behaviour has no configurable equivalent and genuinely matters.
Several near-identical viewers are usually cheaper to merge than to rebuild individually.
Some apps are no longer used. Finding those is one of the faster ways the Blueprint pays for itself.

Questions
For ArcGIS Online, Esri's published schedule is that existing apps stop functioning in Q2 2027, and editing them stops earlier, in Q4 2026. For ArcGIS Enterprise there is no announced shutdown date at all. Anyone who gives you a single date without asking which platform you are on has not checked.
Not on the same timescale. Web AppBuilder has been deprecated in Enterprise since March 2023 and Enterprise 11.5 is the last release that ships it, so the trigger is your upgrade path rather than a shutdown. It is worth planning, but it is not urgent in the way ArcGIS Online is, and we will say so.
No. Some apps suit Instant Apps or Dashboards, which are cheaper to run afterwards. Some near-duplicate viewers should be merged. Some are no longer used and should be retired. A recommendation that every app needs a full rebuild should make you suspicious of whoever wrote it.
This is usually the question that determines the shape of the whole project. Custom widgets do not migrate by reconfiguration, and Web AppBuilder Developer Edition was retired in July 2024 along with the JavaScript API version they were written against. The first thing we establish is whether the source code still exists and who holds it.
Yes, and some clients do exactly that. The Blueprint is written to be executable by an internal team or another supplier, not just by us. If you would rather we build it, the fixed-price proposal at the end covers that.
Because any number produced before the dependencies are known is a guess, and guesses on this work are usually wrong in the same direction. We would rather charge a small fixed fee to establish the scope than quote a large number we later have to revise.
